Vice President and General Manager, ISR Systems Division 
With 39 years in the business of electronics and information systems (35 in the Intelligence, Surveillance, and Reconnaissance community), Mr. Shilts and his team bring a wealth of experience, knowledge, and pedigree to RCT-Systems in the form of the ISR Systems Division.

He began his technical career with a nine year tour in the US Air Force, specializing in communications technology.  2 years into that tour he transitioned to the USAF Security Service, the Air Force Cryptologic Service Element of that era.   Upon his departure from the Air Force, he moved to Sydney Australia where he designed instrumentation for the International Technology Development Center, a developer of efficient engine technologies.

In 1982, Mr. Shilts returned to the United States and became an associate engineer at Bunker Ramo Corporation, learning the microwave component side of communications.  During this time he also obtained a California Teaching credential and taught adult vocational electronics for Los Angeles City Schools.

In 1983, he transitioned to communications system engineering at Sperry Corporation, the prime developer for the ultra high speed data links used in modern ISR systems.  At Sperry, Mr. Shilts excelled through the engineering ranks, into project engineering, and finally became the mid-Atlantic regional manager for their field engineering organization.

Mr. Shilts left Sperry (by then Lockheed) in 1996 to join Advanced Concepts, Inc., in Columbia, MD.  During his 14 years at ACI he was the Director of SETA services.  His team provided world class engineering, operations support, and architectural vision to notable ISR systems and architectures in the DOD inventory.

Mr. Shilts joined RCT systems in 2011 as the Vice President, General Manger, and founder of the ISR Systems Division, continuing the legacy of services provided to the ISR community.

Mr. Shilts and his wife Laurie have five children.  They serve on the Board of Directors for the Maryland Association of Christian Home Educators (Mr. Shilts is the current Executive Director),  and they enjoy travel, recreation, and family.
